In Raspberry Pi terms, it would cost virtually nothing to contract out the retrospective inline documentation, in fact it is probably more expensive to do it in-house by our esteemed engineers. As long as the bulk of it is done I'm sure finessing would be more likely to happen through PRs from volunteers.
