It would be nice to know the reading for VUSB by the OP at the Pico W USB socket, or even better, check it using an oscilloscope. I'm really curious about the voltage at GPIO2 as well.

For VDDIO 3V3, from the datasheet it looks like GPIO2 of CYW43 uses TTL input, the usual 2.0V/0.8V thing. A VUSB of 5.0V will give 2.5V after the divider (resistors balanced...), but if OP is using a long cable or an unpowered hub, it might be quite a bit lower. I run a Pico over an unpowered hub with VUSB of 4.6V == 2.3V at GPIO. Tests only -- for a serious project 4.6V would give me the jeebies. Minimum VUSB measured upstream is 4.75V in the USB standard. Add in CYW43's active current bursts, and it may not look too good for VUSB and dips under 2.0V might cause spurious readings.

Maybe set up another VUSB input (with divider) into a RP2040 pin?
