For (a) through (c), I expect this to be handled by changing the Window Manager - possibly by wholesale replacing it with your program.For example we need to set up the 7"/10" desktop without:With X11 (up to Debian 11), no problem using a pi-gen substage to apply these changes and having them applied on first boot.

b. basket
c. no icons of mounted usb disk
d. screen and touch rotated 90 degrees for the 7"
With Wayland for now I have only found a way to rotate the screen by modifying (only after the first boot) the wayland.ini file in the user's home path, while I have not yet managed to rotate the touchscreen and other things.
(d), however, is more complicated. You could look at the way ARandR tells Wayland to rotate the display, and encode the setting you want in your 'customisation' pi-gen stage. The touchscreen transformation, however, is likely specific to your device - and you'll want to contact the manufacturer to get guidance there.
Your settings are not too specific, and this is a valuable discussion. Please let me know how you get on.Perhaps this list of things has already been solved for other needs,
but unfortunately I haven't found many solutions, our settings are too specific ?
