I can see the fan speed on a Pi 5 in an official case by reading
So far I have observed ? to be 1, 2 or 3 after rebooting. Is that value fixed on each individual boot or can it vary while the Pi is running? I don't the proper way of expressing this---is it "the /sys/devices tree is permanently set on startup"?
