The pin was never exposed to more than +2.8V.If the OP's pull-down driver has been damaged and no longer works, it seems plausible this was caused by over-voltage burning that pin's driver out, perhaps by connecting it to a 5V signal in circumstances when such a signal must not be applied ?
What I can't say for sure is whether the pico was always powered while the 2.8V was applied to that pin.
What I always cannot say is whether the GND plane (not earth referenced) had any big spikes in any direction.
But the 2K resistor was there 100% of the time.
