I can boot the Pi normally if the shield isn't on it. Once it's booted, I can put the shield on and everything works normally. And then I can reboot it and it boots properly.

To the best of my knowledge, the GPIO block is NOT rated to hot swap. Trying to install or deinstall GPIO attached devices while the Pi is powered up has a fairly high chance of catastrophic destruction of the Pi.
