The recommendation is you focus on each LTS kernel, as they are the ones that have the most testing and are used in RPiOS.Was there a public decision to switch focus to the more recent LTS? Where can I find out more so I can decide which kernel to develop against?
We will generally update RPiOS to each new LTS kernel following a period of testing after they are announced.
It's not really possible for us to fully support very old kernels, as you typically need a recent kernel to support recent hardware (e.g. pi5).
You should currently be developing against the 6.6 kernel as that will be the default kernel in RPiOS in the very near future.
