You could use sdm to fully configure the 32-bit Pi system, including the hotspot and VNC (TigerVNC or TightVNC) using X11 instead of Wayland/labwc.
Using a couple of NetworkManager connections, you could easily have the Pi put up its hotspot OR connect to a nearby WiFi network. Or both, if you have a 2nd WiFi adapter (NM doesn't easily support AP-STA mode on the Pi's WiFi).

- Install sdm on a Debian-based OS (RasPiOS, Ubuntu, WSL Debian, WSL Ubuntu, etc)
- Grab a fresh RasPiOS IMG from your library or download from downloads.raspberrypi.com
- Run the small script that customizes that IMG for you
- Burn the customized IMG to an SSD/SD Card
- Boot and go
