So I went again to Imager and installed 2020-02-13-raspbian-buster. No way. Green leds issue again.

Is this on an old 3B+ or a fairly new one?

The recent 3B+ has a different PMIC in the power circuit and needs later firmware to boot. Usually there is a message saying something like newer software is required.

You might be able to get the image to boot by updating the firmware files on the SD card: Updating Firmware Use the second method for updating manually.
