I've just installed Raspberry Pi OS Lite 64-bit on a spare drive. No extra configuration performed with the Imager. Inspecting what has been written I do not see a .config directory in /home/pi/. It hasn't been booted on a Pi yet, so it is possible that directory gets created during first boot or later.I have just checked, and on a barebones installation of Raspberry PI OS Lite 64-bit with no commands ran at all, I am seeing .config being owned by root, whereas a fresh installation of my steamdeck shows the same folder owned by my user account. All Linux and UNIX would have the same problem, it isn't a problem with Raspberry Pi OS.
