Raspbian is a third party OS that predates RPiOS. RPL took that then added their own drivers and customisations to make Raspberry Pi OS. Raspbian still exists and is not the same thing.
32bit RPiOS has "raspbian" in /etc/os-release for the same reason 64bit has "debian": they are the parent OS. Though RPiOS and raspbian diverged years ago.
