That old tutorial is using an old version of the operating system on a Pi4 “ Turn on a Raspberry Pi 4 Model B running a fresh version of Raspberry Pi 'Buster' OS ”.
We see from https://forums.raspberrypi.com/viewtopic.php?t=347966 that 64-bit Raspberry Pi OS (Bookworm) does not have that library.
