In general, the answer is yes. The Pi is running Linux which is a general purpose multi-user operating system. Certainly can run multiple applications at the same time. For your specific list of apps it depends. 3d printers are not particularly enthused about paused data flows, so it you are driving prints from octaprint and busy the Pi out doing something else it might impact print quality. PiHole should not be an issue unless you have a very large amount of client generated requests flowing to it. No clue about the work load of NextCloud since it also depends on how you plan on using it.
