Since you are interfacing with old technology then you probably need to use old technology. If you can find an old dialup modem you can hook it up to your phone line and connect it to the Pico (or whatever) via serial port. Then use AT commands to "pick up" the phone, dial a number, and hang up.
If you can't find an old modem you can buy a "new" one:

Not sure how well they'll work with a Pi, probably not at all with a Pico.
Sensing the doorbell switch is an exercise for the reader, but it's certainly possible.
