It sounds like either the USB port was not able to provide enough current or the voltage drop on the USB-C cable was too high.

If you have any peripherals or even fans connected to the CM5IO board then I recommend using a powered hub and a short, good quality USB-A to C cable between the hub CM5IO board.

For predictability / commercial usage a Raspberry Pi4 or Raspberry Pi5 are the best choices for rpiboot host.
