I am writing code on RPi 5 with RPi OS Desktop. Then scp to another RPi5 with RPI OS Lite (at this moment, hope to move to Zero 2 W)

Are you using Python? Why not use Thonny Remote Interpreter to Lite from the Desktop? Saves having to install modules on both RPIs

I did not do any development on Ubuntu. Wonder what is the difference?

Depends if those OS's supported access to the RPI hardware. Never tried it. Using standard languages and IDE's should be similar.
