That worked but it again asked me to run 'dpkg --configure -a' and then it upgraded.
The Pi Zero 2 W has 512KB memory. The default allocation of swap space is 100MB which is not sufficient so the Pi enters "swap thrashing" mode and nothing gets done.
The solution is to increase the swap space by editing /etc/dphys-swapfile, change CONF_SWAPSIZE from 100 to 2048, save, and reboot.

It then sat for 30 minutes (no exaggeration) sitting at zero on the unpacking status bar. No indication it was doing anything (e.g no flickering green led).
But I figured I'd wait; the cursor was responding and I could give command prompt/terminal focus or put focus on the wallpaper.
It is, finally unpacking.
I''d spent over an hour DDGing and searching the forum and each "solve' had a different answer going beck to 2021.
